What happens when the water pump seizes on an I5 ...

Quite topical for me as i'm planning a belt change right now ('88 2.0E
Avant) and picked up the parts this very lunchtime. however I've got a
couple of queries;
- I seem to recall being told that the recommended mileage of these belts
is 70K, is this a safe mileage ? (using genuine part)
- I'm only changing the belt because having only had the car only a few
months I don't know for sure when the belt was last changed. I got a new
pump to be on the safe side in spite of no current problems but not an
idler - Is this a "must"?
- I have a very slight oil leak from the crank pulley area. I've bought
a new oil seal in case that is the problem. On other cars I've managed to
replace such seals without special tools. Any opinions on how easy it is on
this car (i.e. how tight is the interference fit and how soft the metal of
the seal) or am i likely to have to remove the oil pump to do the job?
