If the lower one is disconnected, the wastegate will never lift in
response to boost levels and almost instant overboost will result - the
ECU (if not modified) will shut off the fuel pump.

If the upper one is disconnected, it varies by model.  MAC-11 and later
cars will lose ECU control of boost - the main symptom is increased
turbo lag because the ECU cannot achieve its deliberate short-term
overboost.  On earlier cars (without a wastegate frequency valve)
there's almost no effect.
