The carb is full of gunk. Gauranteed. You'll need to completely
dissassemble it, soak in carb cleaner, and re-assemble with new
gaskets, etc. Or you could replace the carb with a new or rebuilt
unit, but this is likely to be very expensive. Cleaning the jets that
are accessable MIGHT make a difference, but it's kind of unlikely
that you could get it to run perfectly that way.
