typically the ratio will be different for power steering, ie it will be
harder to turn without assist than a car designed not to have it.  But
that's pretty much all in the rack i would imagine - you could swap the
rack...

look in the manuals for the older cars where PS was an option, there
will be two different lock to lock sterring wheel turns specs.
