BIRA on 4kq?

Yes, but it requires some expensive Coleman rotors.
I haven't had time for this, but I have a theory that another rotor
could be made to work, such as one for a Ford Focus, Ford Mondeo, Saab,
or other cars which use a 4x108mm bolt pattern.  I simply haven't had
time to explore this.

Since there are higher performance models of these cars in Europe, I
imagine that there is a better chance of finding the right rotors over
there.

Any euro listers with access to a helpful parts house that would want to
help with this?  Basically, the desired rotor would have the same
dimensions as the A8 rotor (details on the bira.org site) but with a
4x108mm bolt pattern.  

If a solution is found, this would benefit 4kq, 90q, CQ, and some 5000
and 100 owners.
