I'm more interested in why the fuel pump runs continuously.  Either it's
been jumpered by a monkey lad to avoid ECU-determined fuel pump cutoff
during overboost, or the proper fuel pump relay has been replaced by
a bog standard relay.

IMO this is very dangerous, first because it negates a safety feature
(fuel pump cut-off after a crash) and second because it can cause
hydrolocking and destroy the engine if one of the injectors gets
leaky and the engine has trouble starting.

There _is_ a continuous buzz with the ignition on, but it comes from
the engine bay and shouldn't be confused with the pump noise coming
from the tank.
