Cooling Fan Woes

The radiator fan should come on intermittently once the car is warm. It should always come on low speed when the AC is on.
It is pretty easy to test, using Scott's excellent web site. I just had to go through this as my after-run no longer works.
See:

and work your way through the tests for the sensors. Most likely, your Radiator Thermoswitch is bad, but it could be relays or something else.

Long story short: cooling fan only comes on when the car is turned off (according to the relay, shuts off when car is cool) and when the blower is on, but not when idling or going slow, but I'm assuming it should, correct? Any ideas?
