Strange test drive

Well, I did some investigation and here is what I found out. The guy that
owns the 200 20v said that "I paid $1000 for an IA chip and it's in there".
So, yesterday I called IA. I told Ned that I was thinking of buying this
car and wanted to know if he had any record of a chip purchase and if so,
which one? Sure enough, he has the record, remembers the guy and it is a
Stage III chip.
So I am still back to my original problem/question. If this chip is in
there why the hell did it not feel like it?
I did find out one more thing too. I spoke to the owner and told him how I
felt about the test drive. He seemed shocked, to say the least. I then
received an email from him yesterday where he stated "the car will be all
set on Monday". Maybe implying that there was something wrong, but did not
give me the information.
I now suspect vacuum leaks, maybe something else, but not sure.
