The 38mm are big enough, but the 40's will swap right in with bigger seats, and the CIS-e has no trouble fueling the 2.3, if you are going to swap harnesses, you mise well do a turbo conversion.  The CIS-3 is nice, but no real advantage as far as performance is converned (considering the additional amount of work), with 92 octane pinging is not a problem either.
