Still no spark on the coil...HELP!!!!!

Hi all.
Timing settings are ok (cam, distributor and fly wheel). Actually I have
a question about it as well. When cam pulley and distributor marks are
aligned the mark on the fly wheel is 5mm (3/16'') to the left from the
mark on tranny housing. Car ran well all the time after I change timing
belt but nevertheless I'd like to ask: is it ok or too off?
I slightly rotate distibutor while cranking - no help.
Coil resistance ok, fuel pump runs in output tests (it is hard to hear
it when I crack the car) so I assume relay is ok. Ignition control
signal from ECU when cranking makes me worry: I can not interpret it.
Multimiter shows varying numbers but Bentley says: "no less then 0.2V" -
nothing more.
Looking at another car (aloso 200q '89 but it has different coil)
completed confusion: control signal from ECU to the coil power stage is
0V. The car starts instantly though. By the way Bentley for 200/100
'89-91 does not show such coil at all. Connector from ECU has 2 pins
only but I think it is because MAC-11 on this car does not have separate
ignition ground compare to MAC-14 in the first car. I am not good in
electonics so I may be well wrong.
Please, let me know if you know what signal should be on ECU pin 22
(ignition control signal) when starting motor. In my undestanding it
shuld be open/close transistor signal, varying one. But measument on
the working car confused me. I am measuring voltage in DC mode.
