When does your fan switch on? (type 44)

conditions: ac is not running and your idling.

My new radiator thermoswitch doesn't turn on the 2nd
fan speed until my coolant temperature goes past 12:00
on the temp gauge and approaches the first dot near
"H"

Is this normal?  I don't recall ever hearing my fan
turn on before the new switch, but also don't recall
it getting this hot until this summer (which is what
prompted the diagnoses and new thermoswitch).

I have confirmed that all fan speeds work.. looks like
between the first dot and the last dot near "H" is 3rd
fan speed, and 12:00 to the first dot is 2nd speed.
