improper towing

I had a similar experience with my 86 4kq about six months ago (minus
the arrest). Instead of an accident my alternator died and the car was
stranded on one of portlands many bridges. I went to a phone to call AAA.
While I was at the phone I saw the car being tow nose up and dragging
the rear wheels right by me. Apparently the police don't like it when you
park on bridges even though the car was well out of the way of any traffic.
Well, I tracked down the impound lot the next day. I confronted the
impound lot manager about the incorrect towing and he assured me that it was
towed correctly. When I brought up that I saw the car being towed wrong
he started reeling. I got on his case and got him to give a verbal
contract saying that he'd pay for any repairs that were cause by the towing.
I then had the car looked at by my mechanic. He said the car was fine
so I never had to take the tow company up on the verbal agreement. But at
least I had something to go on if the car had taken damage. I'm sure that
if I actually had asked the tow company to pay for anything they would have
fought me but at least I would have something that might aid in a lawsuit.
Be aggressive and demand that someone be responsible for the towing
negligence. Chances are no one will listen to you but it's worth a try.
