'91 200 won't start, need help!

Still sounds like a bad battery to me.  Has he done a load test on it?
Just charging the battery doesn't mean it would retain the charge...
If he is absolutely sure that the battery is good then the other
possibilities are a stuck starter or that the underfloor wire splice
from the battery to the engine compartment has gone south.
