200TQ fuel pump & other q's

When I turn the ignition on in my '90 200TQ (10v), I can hear the fuel
pump run all the time. Isn't it supposed to only run for the time it
takes to build up pressure? In addition, the car is hard to start when
the temperature drops below 0 (Fahrenheit).. I have to crank it for
10-15 seconds before it catches, today with -10 degrees, it wouldn't
start at all, and when it runs, it idles at 2500-3000 rpm most of the
time.. Idle/WOT switch and/or vacuum leaks?

And in case anyone wonder: I got the car 2 days ago and haven't had
the time to sort out the problems yet.. :-)
