'88 5KSQ (NA) Idle and Full Throttle Switch (CIS-EIII)

Can anybody give me any info on the idle and full throttle switch(es) on 
this car?  Still trying to fix my throttle problem - severe surging at 
cruise speeds.  May be a throttle cable problem.  Did the fault code 
checking and got a "2121" - idle switch.  Bentley, at 25.106, says to check 
for 0 ohms between terminals 1 and 2 with throttle closed.  Got 1.3 ohms.  
Then check for infinite ohms as throttle gap is opened 1/2 mm.  No change.  
There was 12vdc at terminal 2 at the mating connector with the ignition 
switch on.

1. Does this indicate a bad idle switch?  Or, could it be a throttle cable 
misadjusted?
2. Where is the idle switch?  Is it that jobby next to it with 2 phillips 
head scews on the top?
3. Are the idle switch and the full throttle switch the same?
