Ken,
  Just a thought, but have you pressurized the vacuum system and
checked for leaks yet.  Why swapping the hoses gave you 1.5bar
I'm not sure though.  There is one input to the WGFV and that
cycles the line to the WG from boost pressure to ATM.  So if you
put the boost line directly to the WGFV that would do that.  And
a LOT more than 1.5bar as well.  Fuel pump cutoff
not/withstanding. :-0   I wonder if maybe your WGFV is broken
and not holding boost properly?  Just a thought.
