Can dealers check each other's maintenance records?

i believe that service dept. records are shared in a nation/worldwide 
database--assuming the VAG dealer is using that system.

you could easily call another dealership and ask.  also, if it's in regards 
to factory warranty info, you don't have to go thru any official dealer 
"switching."  just drive it in and tell the guy to fix it.
