89 200TQ Aux. Relay #9 Help

Anyone here with info about this relay ? My early 89 200 TQ is missing this 
relay, according to the sticker on the back of the drivers side knee panal it 
is relay # 9 to the left of # 10 & 11 contol units for windows and sunroof. 
The sticker says # 9 relay to control  IRA-relay f. climate manif. preheater 
Control unit f. RPM Stabilizer deacceleration(LL) fast idle.???? Since 
previous owner had jury rigged the power window relays into one small one and 
empty cavity at # 9 I am not sure there ever was a relay there to begin with, 
but it certainly is wired for a relay. THe strange thing is when I went to 
the Bentley repair manual it says that this # 9 relay is for a high intensity 
washer relay??? OK now I am really confused since I am unable to find a early 
89 TQ to compare it to. I went to the dealer in hope of just buying it but 
the parts call for high intensity washer relay or a single click relay for 
automatic??
Since I have a strange vibration and idle poblem in this car I was hopping 
this relay would do the trick, but I,m not sure a relay applies. Any help 
would be greatly appreciated.
