5kcstq w/adjustable tow hook

I was washing my car, scrubbin' the front bumper and ran into the tow 
hook(?).  As I brushed passed, it moved with my hand--hmmm, it easily moves 
side to side.  Should my tow hook be doing this?  I always imagined they 
were pretty dern firmly attached to the frame.
