Probably wouldn't be legal in California.  I heard they outlawed leaf blowers 
a couple of years ago.  Seriously, someone showed up at a Porsche club 
autocross in MN a few years ago with a similar setup.  It was a homemade 
vehicle, I don't exactly remember what he had for an engine - possibly a 4 
cyl motor cycle unit.  There was a leaf blower plumbed into the main engine 
and the throttles were more or less synchronized.  I remember how fast it was 
but it did have a unique sound.  Not sure if it had a Charlie spring.
