Before.  The purpose is venting the pressure wave that is created when you
suddenly close the throttle so it doesn't hammer any intake components.  I
wouldn't expect the IC to care all that much, but since strapping hte end
tanks on seems to be a good idea I would want to vent the wave before it
got there.

I also expect you'd rather vent it upstream of the damping effects that
the IC would have, but that's conjecture on my part.

If you wanted to get really technical, the *right* place to put it is
determined by how fast the valve opens- you'd want the wave to be arriving
at the valve just as it opens- but I haven't seen anyone calculating the
distance based on the speed of sound before doing a custom install...
