don't waste your time.  take it to reputable muffler/welding shop.  they
should be able to fabricate one for you.  chances are the bracket is shot as
well.  i paid $150 parts and labor for flange and bracket repair.  it's now
better than new.

The flange that secures the exhaust pipe to the rear of the catalytic
converter on my '87 5kcstq is rusting out. I gather that the only
official way to get this from audi is to buy a new pipe and front
muffler/resonator. I've heard of a two or three piece replacement,
perhaps from napa. Anyone have a BTDT, or even better, a source and
part number.
