Steering/suspension clunk

I tried to locate the noise. After watching and feeling, it feels like
the noise in coming from the steering rack itself. It's not loose, and
the tie rods don't move at all "on" the rack. I can feel the movement
in the steering wheel. There's no play in the steering, and if I turn
the wheels by hand (not steering wheel), I don't get the clunking.
Strange? I can live with the noise until I need a new rack, as it
looks like it doesn't affect anything. The rubber boot on the rack is
ripped, but it's not leaking (yet). I heard something about a rubber
bushing on the axle from the steering wheel to the rack, could this be
making the noise?
I checked out the other bushings too. The stabilizer bar bushings were
really soft, the subframe bushings felt OK.
