ABS Questions

Hi All,

I bought a 1989 Audi 200tq two days ago and have been busy taking care of
all those things that made it so cheap ($1600) and cleaning those things
that I don't think ever have been.

But one thing I am having trouble with is the ABS, I bought it with the "ABS
Off" light illuminated nothing I did made it go out it was always on (with
the ignition).  I pulled the lower dash off and found that the fuse down
there that I think sits on the ABS relay, was blown, every time I insert one
there it blows,  I removed the ABS switch and tried it, it still blew.  Is
there anything that someone can suggest as a next step or two.  I have not
pulled the wheels and checked all the sensors, would that be next?

I would appreciate any help anyone can be.
