Hi Jim,
The ABS system is kind of a no-mans-land. Other than the wheel sensors
needing the correct air gap, it usually works, so most of us have no
expertise in its repair.
I'd take out the relay, and take the cover off, and look at it for any
obvious problems. Likewise the ABS brain under the rear seat. Make sure
all the plugs are plugged in correctly. Trace the wires to the hydraulic
modulator under the brake master cylinder.
I don't even know what that fuse is protecting. The only thing that I can
think of that draws any appreciable power is the hydraulic modulator, and it
should only draw power when the ABS is active. You might need to chase the
wiring, testing stuff along the way. My guess is a worn wire that is
causing a short, or a bad/loose plug somewhere.
No easy answers with ABS problems.
