What is the ISV test?

Trying to fix my high idle problem, I removed the ISV to test it.  I am able
to blow through it relatively easily in both modes - no power and 9vdc
applied.  It clicks nicely with 9vdc applied - the thing in there rotates
easily, and I can easily blow through it.  But in looking down into it, I
can see that at rest (no power applied) there is about a 1/16 inch opening,
also allowing me to blow through it easily.  So, I can blow through it in
both positions.  Is that right?

Is the test simply to see if it moves easily with 9vdc applied?  Or, is the
valve supposed to be closed tight with no power, and full open with power?
