[urq] Timin Belt change time

I received many replies like this one from Phil.  And I thank you all.  I
could not find a single reason in my mind that would disagree with this
advice.  It is so logical.  Fortunately I have already obtained a
replacement belt, so now just have to hunt down some of the other bits.

A good winter project.

Thank you all for keeping me on the straight and narrow from which I would
not have deviated but needed the reassurance.
