horn button tech. question

It turns out that my 200Q's no-start problem was a bad connection
somewhere in the anti-theft system.  I never found exactly where, but
when I plugged everything back in, it worked.  While I had my meter
handy, I decided to check into the horn button, as my horn hasn't
worked in a while.  Everything is OK, except that I do not have 12V
anywhere at the horn button.  Are the 4 outer contacts on the wheel
supposed to have 12V?  I think this is right, because if I send power
through the wire on the button itself (connects to brown/white wire
on top of column), the horn works.  So, where is my missing 12V
source?
