As to your original question, any references to brake shoe thickness,
wear limits etc. always refer to the lining material only, and does NOT
include the metal (or whatever) the lining itself is attached to.  Since
different manufacturers have different specifications/thicknesses for the
metal walls on their shoes, and some have raised or indented
reinforcement points, the brake lining material itself is what
specifications refer to.
