[V8] weird electrical problem

The load reduction relay is in relay location 5. It is supposed to disable most
if not all of what you have listed when starting the engine. Since the
components you have listed come off multiple fuses, this or the ignition switch
should be the problem...
One of our listers had this problem - I believe it was Ron Woods - I'll cc: him
and both lists on this.
