Engine will not go over 3500 RPM

Yes!!  That's the most common cause, an "incorrect" fuel pump relay will
also cause it.  However, being that is starts so low (3500rpm) I would look
elsewhere first.  What happens when you get to 3500 RPMS??  Does the fuel
just shut off or does it just run bad/rough??  The former would be similar
to a relay.
