4kq:odd electrical noise from fuel pump area

Mike - did you replace the in-tank fuel filter also, or just the outside
fuel filter?  Sounds like your fuel pump is being blocked, then starving
the engine, then being unblocked.  A dirty in-tank filter will cause this.
The noise is probably the pulsation of the fuel pump strokes.  Have you
verified that you do not have loose pieces of rust scale debris in the
tank?  These pieces can get picked up and block the in-tank filter, then
drop back off the filter.  The rust scale will come from condensation on
the inside walls of the fuel tank.
