4kq:odd electrical noise from fuel pump area

there is no in tank filter on a 4kq, just a little pre-filter and the
main can, both under the car in the slush...

I would examine the wiring to the fuel pump. The ground wire attaches
to the cars body under the back seat, and the positive wire has a single
pin connector in a similar place. Look for nasty looking connections
anywhere you can, what you have sounds like the nasty zappy sound of a 5
to 10 amp circuit making and breaking intermittently. The performance
suffers because the fule pump keeps turning off for moments at a time.
At least, that's what I think might be happening...
