Temp. Regulating Flap??

Hello All,

I guess I have a question regarding the climate control (heat mainly) in
my '89 200q.  I do get heat, it works very nicely it holds the temp I
set it at, so no problems.  If I set the temp on the CC to "lo" it blows
out of the dash vents warm at first and the gradually gets cool, not A/C
cool (the belt is removed) but air temp. kind-of cool.  Is that evidence
that the Temp. Regulating Flap Motor in my car is working?

I have had the flap motor out and watched it as I changed temperatures
(long arms) and it does not move, not sure of the reason, or if that is
normal in 50-55F degree weather.

I have the codes from it and get a "15" and "9" on channel '01
(15-"Temp. reg. Flap potentiometer set wrong" and 9-"coolant temp.
sensor").

Any help is appreciated,
