fan stuck on High ?

Hi,
I was driving along and noticed High fan noise. Upon stopping
it stayed on. I took the battery off to stop it.
Taking relay 2 and 3 out, and battery back on, the damn fan
comes on High again !!!
At present I have the fan ground off, so I can drive short
distances.
What is the problem ?

what I can see in the archives.
