Yes, that is the right part number.  Around $32 at the dealer.  I just did
this on my S6 and reached in from the top.  There are a couple of set screws
you have to loosen on the top of the housing before you can pull out the
switch and harness.  Plus on your car you'll have to remove the shift-lock
cable as well.

You'll probably find the end of the electrical switch where it mates with
the lock and tumbler is cracked.  This is what is causing the stiffness.  On
my car, besides the headlights and other accessories not function without
manipulation of the switch, the starter interlock function would not work.
Therefore once the engine was started the starter could be re-engaged if not
careful.
