Instrument lights don't come on with headlights.

Hi Gang:

The car: '87 Audi 5000CD/CS Turbo Quattro
The Problem: I just replaced the instrument panel and that solved some
of the problems; the speedo now works without sticking.

But I still have the problem with the instrument lights not coming on
when I turn on the headlights. If I turn on the headlights before
turning on the key, the lights come on, but once the car is running
turning on the headlights doesn't make the dash lights come on. Is there
a relay that needs to be replaced?
