The (') stands for minutes which in this case are a unit of angular measurement, rather than time.  There are 60 minutes in a degree.  And, you guessed it, there are 60 seconds (") in an minute, though seconds are nothing but noise as far as suspension alignment is concerned.

So your camber specification range is -15' (-0.25deg) to -1deg 15' (-1.25deg).
