Rear fog LIGHT, or LIGHTS?

So you're saying that one manufacturer has finally thought of a solution to 
this annoying habit? Great! On most cars here, when you start it up again 
and switch on the lights, there's your foglight again.
As I write this, a Nissan Almera and a Citroen Xantia drive by my place, 
both with their foglights on... and it's a beautiful clear morning without 
a trace of fog in sight (never mind that it's actually illegal to drive 
with a foglight on within the city limits). Then again, the police car that 
was behind them didn't show a sign of wanting to pull them over...
And front foglights are even worse. People drive with those on all the time 
here- they seem to think they look cool.
