VWtool - VB expert input needed

After I moved my copy of VWtool to my new laptop (Win2000), it wouldn't
work (looking for VBRun300.dll). Took the copy I had and moved it to the
home pc (Win98SR2) - wouldn't work there either (looking for various
.VBX files). Put it back on the old laptop I need to ship out shortly
(Win95) and it runs fine.
So what (cheap) Virtual Basic would I need to run this program on
Win2000? Although its old and clunky, its nice to have as an alternative
to Vagcom when fussing with the Audi...
