turbo: to rebuild or not to rebuild?

All the K26's that I've spun, probably 4 of them, do
exactly what you describe, including the one on my
car.  As long as it turnes smooth and has little play
I think you are fine.  I never get full boost in 1st
or second, 3rd is full blast.
