turbo: to rebuild or not to rebuild?

Hi lister.

I already posted thish question a month ago and got one response. I
still can not decide what to do. Any input will be appreciated.

Turbo (K-26) spun with hand stops suspiciously quickly. My feeling is
like  carbon deposits binding.  No metal-to-metal contact. It does not
leak or whine. What led me to this quest is the car is very lazy,
especially on 1st and 2nd gears.
It always attain full boost but too slow, as it seems to me.  But I have
niether experience  nor anothe K-26 to compare.
My another car has K-24 and it spins  much longer started by hand.
Perception when driving these cars is like the one with K-26 is 5 times
heavier than another one.
