I would reccomend R&L Engines in Dover NH ( http://www.rlengines.com )
I had them do the engine in my 4ktq and they did nice work.  They did 
Brendan's NF head for his 4kq too.  I got referred to them by a friend that 
races at a local speedway.  He mentioned that they had the best reputation in 
New England.

If you strip the block down to nothing and do all of the re-assembly yourself 
most certainly it would be in that range.  for $4-500 you could get a 
hone/bore job, and magnaflux (probably less than that.. more like $300).
