Power Antenna - How Do They Work?

Just fixed my '88 5KSQ power antenna.  It needed a new mast.  Feeling pretty 
satisfied with myself.  When I put it all back together, the mast ended up 
1/2 up (or down, depending on your POV).

Is this OK?  When power is applied to it - that is, when the radio is turned 
on - how is it going to know what to do?  And when the power either tells it 
to go up or down, how does it know when to stop?

There is nothing (I could find.) in the Bentley re these antennas.  Are they 
supposed to be installed full up or full down?
