every 30 valve V6 we have had has made that noise.
The mechanic at the local dealership and even the Regional Rep didn't
indicate this. My web searches and prior emails resulted in only 3 or
possibly 4 engines exhibiting what I believe to be a similar cold starting
noise.

It sure sounds like that to me too. Not 'pretty'.

I don't think that it is lifter noise because of the repetition rate of the
noises, once every 30ms. As I mentioned in my post, this corresponds to
one noise 'pulse' every crank revolution @ 2000rpm. How many lifters would
be 'activated' every revolution? Perhaps you could confirm that the engine
speed briefly reaches ~2000rpm right after 'catching', before settling back
to ~1200rpm. The tach easily reaches ~1500rpm, but I know it 'lags' the
actual engine speed.

How is the oil pump driven?

I would expect something better for a car at this price point. Smacks of
poor design and/or testing.

That's almost a $ Canadian ;-)
