Difficult cold starting & glowing turbo

When I start my 200TQ (10v) when cold, it will start just fine, but
hesitate and almost stall (sometimes it stalls too) about 2 seconds
later, and then "catch" again and idle fine. If it stalls, it restarts
just fine. What causes this?

In addition, I've noticed that the exhaust side on my turbo is glowing
slightly red when I've driven the car hard. It's not red hot, but if
it's completely dark outside, I can see that it's glowing. Is this
normal on a turbo that is water cooled, or is my EGT too high (i.e.
too lean mixture)?
