89 audi 200 tq - cruise control - vacuum leak?

Cruise control died.  Not certain but think it happened after local mechanic replaced clutch pedal. 

I tested the servo to see if it still could hold a vacuum and it seems OK.  The hoses look to be in perfect condition.  I then depressed the servo diaphram and plugged the hose that connected to the vacuum pump noting that it does not hold a vacuum. 

If I read the backlog postings correct it seems like the likely candidate would be the clutch +/or brake vent valves.  Don't know diddly squat about either of these valves.  If these valves are leaking can they be readily fixed?   If these valves need replacing are they expensive or are they difficult to replace?
