Had the exact same thing on my Passat. Turned out to be a VERY bad Tie Rod which are known to fail (along with control arms) on all B5 platform cars that use the 4 link front end (Passat, A4 & A6). Might want to check that out before suspecting your tires.

	Greetings...

On the wife's '96 A4q, there is the most annoying wobble (feels like a loose
wheel) at low speeds (seems to be coming from the rear), which turns into a
minor vibration up to about 60 mph when it turns into a medium vibration.
The strange thing is nothing appears to be loose in the wheel/axle area. The
tires are snow tires, and I suspect that one or more of them has a problem,
but I am looking for reinforcement of my suspicion, or other possibilities.
