e-brake not working on 4kq

Hey all,
          I just replaced the rear calipers on my 87 4kq and now the e-
brake does not engage at all. I checked its operation before installing as
per Blau's instructions. I checked to make sure the cable was connected on
both levers and made sure both levers function.  I had origionally thought
it may be because I still have to bleed them but the e-brake is mechanical
and the normal system is not.
