e-brake not working on 4kq

The cables only push the pistons by a small amount.  Yours are probably
still too far away from the rotors to operate.

A bit of braking action should get them to self-adjust so the handbrake
will work nicely.  Get them bled, and do a little back-and-forth action
in the driveway, braking firmly at each stop, that should be enough.
